The Turks and Caicos Islands Bar Association has elected a new Bar Council during its Annual General Meeting, introducing a new leadership team to head the Bar Council poised to advance the legal profession within the country.
Leading the Council as President is Mark A. Fulford, Managing Partner at F Chambers Attorneys. Fulford brings extensive experience in public law, and community development to his new role, having served in two prior counsel as a member, signaling a commitment to enhancing legal standards across the Islands.
Elected as Vice President is Arnelle Taylor-Hall, Founding Partner at Wessex Fairchild Attorneys and part time Employment Tribunal member. Taylor-Hall’s expertise as a commercial attorney will be a welcome addition to the Council.
The Council also welcomes Kenisha Bacchus, whose professional background includes significant roles within the financial services sector, given her current role as Managing Director of the Financial Services Commission contributing valuable insights into regulatory compliance and legal frameworks.
Additionally, Shayone Handfield Gardiner joins as the Attorney General’s Representative. As Principal Counsel for International Matters at the Attorney General’s Chambers, Gardiner oversees legal affairs pertaining to international relations and agreements, bringing a wealth of experience in international law to the Council.
Completing the Council is Devon McLean, an attorney with Stanbrook Prudhoe. McLean’s practice focuses on litigation, employment law, and financial services, bringing a comprehensive legal perspective to the Council.
The five-member Bar Council is responsible for upholding the independence and integrity of the legal profession in the Turks and Caicos Islands. It plays a crucial role in maintaining high standards of conduct, promoting continuing legal education, and supporting the development of a robust and ethical legal community.
This newly elected team brings diverse and experienced perspectives to the leadership of the Bar Association, poised to build on the foundations of professionalism, accountability, and service to both the public and the legal community.

In particular, I thank Tremmaine Harvey for her two years of leadership as President, Sarah Knight for her invaluable twelve years of service, and Desiree Downes, whose voice of reason and years of experience drafting the laws of the Turks and Caicos Islands as the head of drafting in the AG Chambers have been a cornerstone of our legal community. We are grateful for their contributions, and I look forward to working with the new Council to further advance the legal profession in the Turks and Caicos Islands.”
